Troppa memoria e poca storia? A proposito degli "archivi sensibili" in America Latina

The article analyzes the debate that has developed in Latin America since the early Nineties of the Twentieth Century around the creation, storage and access of files containing documents on human rights violations happened in the region during the military dictatorships and internal armed conflicts of the second half of the last Century. Archives defined "sensitive" for the information relating to the private sphere of both the victims and responsible for such violations, are grounds for tensions between the supporters of the "right to truth" and those of the "right to privacy". Then analyzes the specific case of the archive of the Truth and Reconciliation Commission of Peru and the problems relating to the use and interpretation of oral sources contained therein.

L’articolo analizza il dibattito sviluppatosi in America latina, a partire dagli anni Novanta del Novecento, attorno alla costituzione, conservazione e accesso degli archivi che contengono la documentazione sulle violazioni dei diritti umani consumatisi nella regione durante le dittature militari e i conflitti armati interni della seconda metà del Novecento. Definiti archivi “sensibili” per le informazioni contenute, relative sia alle vittime sia ai responsabili di tali violazioni sono terreno di tensioni tra i sostenitori del “diritto alla verità” e quelli del “diritto alla privacy”. Analizza poi il caso concreto dell’archivio della Comisión de la Verdad y Reconciliación del Perù e i problemi relativi all’uso e interpretazione delle fonti orali in esso contenute.
