The paper takes up the ideas put forward in Palumbo (2009) on Kaldor’s ‘second phase’ analysis of growth, commenting on the interpretation of my previous work offered by Padhi (2015). As is known, the ‘second phase’ of Kaldor’s analysis of growth is characterized by a change of view about some relevant aspects of the growth process: Kaldor abandons both the full-employment hypothesis and the idea that growth may be studied by means of aggregate macro-models that implicitly assume a homogeneous structure of the economy. In addressing these themes, Padhi (2015) changes the interpretation of some crucial aspects of Kaldor’s analysis with respect to the one put forward in my previous contribution. The discussion of these points also allows to consider the applicability of Kaldor’s ideas to policy matters.

Abstract
