A recent national law imposes the quality assessment of the road projects. It is crucially new in Italy and some problems have to be solved to assure the correct application of this law. The most relevant questions, in the road engineering, can be identified in the inadequacy of the technical profiles availability for monitor and control and in the lack of tools and facilities for the assessment of the systemic quality of the project. In fact the correspondence between the project and each technical law recommendation is not enough for a quality analysis. Because of the overall objec-tive of the project is to reach an adequate safety standard, quality analysis processes, to evaluate how much the driving is safe, are needed. The Inter University Centre for Road Safety (CRISS) is working on a virtual reality based advanced system for the project quality assessment. The core of this system is the driving simulation. This process, that can be applied to new developments or rehabilitation projects, is articulated in the following steps: data acquiring for the generation of the simulation scenario; analysis of the most significant traffic situations for the specific study (flow rate, flow composition, environmental and boundary conditions); drivers selection to correctly represent the average composition of the real drivers (expert and not expert, age, physiologic conditions, etc.), the number of drivers have to be sto-chastically significant; proper indicators identification for the specific case study, that can show the level of the service; project and execution of the simulation experiments in Virtual Reality, with acqui-sition of the instantaneous and average values of the indicators; data processing and final synthetic assessment of the systemic quality of the project respect to the safety of driving. The scenario generation is the most significant step in terms of financial and time resources. To reduce the costs and to make the process more effective and efficient, software packages have been implemented to automatically assist the data acquisition and the simulation files editing. A mobile laboratory for the on road survey has been equipped on a vehicle; with different instruments it is pos-sible to acquire data during the driving and at high performance standard. The geometry of the road is extracted from GPS data. This system is integrated with a Visual acquisition system (SRV – SEI) for the analysis of internal perspective and for the localization of interferences such as intersections. This system is used to generate the visual scenario in Virtual Reality. The traffic is analysed with a system for traffic (RT) and speed (SM) monitoring (RT). The flow rate, the composition and the driving condi-tions are measured. This survey is needed to correctly simulate in Virtual Reality the vehicles interfer-ences and the driving situations. The geometric axis of the road, the road section composition and, finally, the boundary conditions have to be implemented in the simulation software in accord with coded standards and formats. A software has been developed (CISD – Coded Instructions STISIM Drive) for an automatic management of the data used in the scenario generation.
