This volume collects the contributions made at the conference held at the University of Udine (6th-7th July 2006) on "Major infrastructure and territorial government" and promoted by a group of cultural and scientific institutions (National Institute of Urban Planning; Urb.Ing, the Association of Teachers of Urban Planning of the Faculty of Engineering, the research network Sphera and the Department of Civil Engineering, University of Udine). Assuming that the modernization of infrastructure serving the country, the basic issue is that there are places you how to build a different approach to infrastructure changes, useful and necessary for the development of the country, through the contribution of the disciplines of urban and territorial planning. The volume, edited and published as part of a Research Project of National Interest ("Multiple forms of Regional Planning", PRIN, 2005) from the group of Sphera, to collect those contributions, it also seeks to develop a broader reflection on strategies, methods and tools for building new relationships between changes in infrastructure (at European, national and local level) on the one hand, and values, risks, quality but also the rights of local citizens - communities affected by changes in infrastructure - on the other. Spatial planning can not solve all these problems. It can, however, manage to say something meaningful and workable at least on the issue of coordination between the different multilevel planning. The book, from this point of view, proposes a possible alliance between infrastructure and land, from two key objectives: a) harmonization "multilevel" of the different strategic visions in order to recover a principle of balance between the general interests in processing infrastructure and special local characters; b. restoring a system of guarantees erga omnes based, first of all, on the sharing of knowledge and territorial transparent and independent assessments of coherency and compatibility.

Questo volume raccoglie i contributi portati al Convegno tenutosi presso l'Università degli Studi di Udine (6-7 luglio 2006) sul tema "Grandi infrastrutture e governo del territorio" e promosso da un gruppo di istituzioni culturali e scientifiche (Istituto Nazionale di Urbanistica; Urbing, l'associazione dei docenti di Urbanistica delle facoltà di Ingegneria; il network di ricerca Sphera ed il Dipartimento di Ingegneria civile dell'Università degli Studi di Udine). Partendo dall'assunto che la modernizzazione infrastrutturale serve al Paese, la questione di fondo che ci si è posti è come costruire un diverso approccio alle trasformazioni infrastrutturali, utili e necessarie allo sviluppo del paese, attraverso il contributo delle discipline della pianificazione urbanistica e territoriale. Il volume, curato e pubblicato nell'ambito di un Progetto di Ricerca di Interesse Nazionale ("Forme plurime di pianificazione territoriale regionale", PRIN, 2005) dal gruppo di Sphera, nel raccogliere quei contributi, cerca anche di sviluppare una più ampia riflessione su strategie, metodi e strumenti per la costruzione di nuove relazioni tra trasformazioni infrastrutturali (europee, nazionali e locali) da una parte, e valori, rischi, qualità ma anche diritti di cittadinanza locale - delle comunità interessate dalle trasformazioni infrastrutturali - dall'altra. La pianificazione del territorio non può risolvere tutti questi problemi. Può, tuttavia, riuscire a dire qualcosa di significativo e di praticabile almeno sulla questione del coordinamento multilivello tra le diverse pianificazioni. Il libro, da questo punto di vista, propone una possibile alleanza tra infrastrutture e territorio, a partire da due obiettivi chiave: a. l'armonizzazione "multilivello" delle diverse visioni strategiche in modo da recuperare un principio di bilanciamento fra gli interessi generali di trasformazione infrastrutturale e le particolarità locali; b. il ripristino di un sistema di garanzie erga omnes basate, prima di tutto, sulla condivisione di conoscenze territoriali e su valutazioni trasparenti ed indipendenti di coerenza e compatibilità.
