This essay is part of a collection prepared for the design workshop: “NA_est: effettocittà stare vs transitare” (NA_east: cityeffect staying vs transiting), scheduled in the research programme: “La compatibilità ambientale negli interventi di riqualificazione e riconversione delle aree dismesse” (Environmental compatibility in brownfield rehabilitation and reconversion) with the aim both to verify the potentialities of the hypothesized methodologies and to offer appropriate and specific tools and indications for intervention. The topic of the test carried out in the workshop was the rehabilitation of the brownfield located at east of Naples. The theme deepened in this chapter of the volume regards the proposal for the re-organization of the mobility system and for the improvement of the intermediate spaces overall quality. The essay faces both theoretical aspects, related to the meaning of sustainable urban mobility, to the methodology for the design process, based on a problem solving approach, covering from the analysis of the involved users’ requirements up to the assessment of the urban environment performances, and operative aspects, related to fields of action. The indications presented at the workshop for developing the intervention proposal concern, on the one hand, the definition of balanced, low impact mobility systems, giving priority to collective means of transport and non motorized transport modes, on the other hand, the choice of solutions and measures for street design, consistent with the environment, agreeable to vulnerable users and inducing appropriate behaviours. For this purpose, some basic principles for urban street classification, based on the consideration of the different, manifold functions that the street fulfils, are pointed out and some statements, that clarify innovative strategies to follow, are deepened: the street must be auto explicative, the measures must form a system, the outdoor space must be always “lived-in. Given the workshop times and modes, also some guidelines, suggesting prior fields of action and indications on solutions and measures, to refer to for the proposal and for the design elaboration, are provided. They concern: the total amount of urban public space devoted to pedestrians and cyclists; the continuous networks of pedestrian and cyclist paths; the integrated networks: grey, green and blue; the creation of zones 30 and “soft zones”; the speed control by street design; the “deterrent” parking areas; the appropriate modal exchange points. In relation to these fields of action, the operations to make for the analysis, the control and evaluation of the level of performances, such as: safety of use and from traffic accidents, comfort, commodity, presence of modal exchange points, as well as the observations of pedestrian behaviour, are pointed out. As conclusion, prior aspects to consider in defining the street layout are mentioned.
