The contribution highlights the present different analytical approaches to the meaning of projectuality, innovation, updating and upgrading. In the fields of e-learning, vocational training, education and special education to formal / informal / non formal competencies, the EU asks for innovative initiatives aiming at implementing and improving the current sense of European social and cultural citizenship, the methodological and technical growth within the different national contexts, the quality of policies and strategies, the involvement of stakeholders. The specific indicators and descriptors for the assessment and evaluation of projects (in the above said fields) are considered as well.
