Today is all the more clear how the European model of agriculture is multifunctional: agricultur e is a source of economic, social and environmental development: its role goes far beyond food production, it must contribute to the maintenance of populations and the economic fabric of rural areas, their economy, the spatial planning and rural areas, the ir economy, the spatial planning and landscape heritage. In this context the resource , the "water" resource is not an infinite good: specks, pollutants, drought, and in general the worsening in quantity and quality of water bodies, are combined in the agri cultural field with a more marked competition with civil uses and industrial.
