La delegazione americana e l’Italia a Parigi: retroscena dell’appello di Wilson agli italiani, aprile 1919

The American delegation and Italy in Paris: behind the scenes of Wilson’s appeal to the Italians, April 1919 The analysis begins with Wilson’s appeal to the Italians, which was the culmination of the clash between the two countries at the Peace Conference, and summarises the many historical judgements formulated to explain it. It thus embraces the idea that this was not a momentary error of assessment on the part of the American president, but the conclusion of an approach that had begun to take shape in progressive circles not only in the US but also the UK since the months preceding America’s entrance into the War. The increasingly deep rift generated on these issues among Wilson’s experts in Paris, which also had consequences in the gradual alienation between the plenipotentiary and until then trusted friend and advisor Edward House and the president himself, is then also analysed. The negotiations for the armistice and in particular House’s ambiguous, if not misleading, work of mediation between the Italian leaders and Wilson are also discussed. Finally, House’s last attempt at direct conciliation between the Italians and Yugoslavs in May 1919, it too rejected by the American president, is analysed. The dispute between the two countries, which had nonetheless fought together in the first major war of the twentieth century, thus ended without settlement.

L’analisi parte dall’appello di Wilson agli italiani, che fu l’apice dello scontro tra i due paesi alla conferenza di pace, e riassume i tanti giudizi storici formulati per spiegarlo. Sposa, quindi, la tesi che non si sia trattato di un momentaneo errore di valutazione da parte del presidente americano, ma la conclusione di un atteggiamento che aveva cominciato a delinearsi negli ambienti progressisti non solo statunitensi, ma anche inglesi, fin dai mesi che precedettero l’intervento in guerra degli USA. Si analizza in seguito la spaccatura sempre più profonda generata su questi temi tra gli esperti di Wilson a Parigi, che aveva conseguenze anche sulla progressiva estraneazione tra il plenipotenziario e fino ad allora fidato amico e consigliere Edward House e il presidente stesso. Si discutono poi i negoziati per gli armistizi e in particolare l’ambigua, se non fuorviante, opera di mediazione di House fra i leader italiani e Wilson. Infine si analizza l’ultimo tentativo promosso da House di conciliazione diretta fra italiani e jugoslavi del maggio 1919, anch’esso rifiutato dal presidente americano. Con esso si concludeva senza soluzioni di compromesso anche la disputa che aveva opposto due paesi che pur avevano combattuto insieme nel primo grande conflitto del Novecento.
