The Role of the Municipality in a UNESCO Site: which Mechanisms Could Leverage Civic Wealth Creation?

This chapter aims to investigate the role played by a local key stakeholder such as the municipality in activating those mechanisms that allow the creation of civic wealth through the lenses of the theoretical framework of civic wealth creation proposed by Lumpkin and Bacq (2019). The investigation of the case of Urbino (Italy) whose UNESCO management plan has been recently revised has been grounded on a qualitative-driven approach (focused on a case study method, suitable for an exploratory analysis) and using a triangulation of tools to collect information (semi-structured interviews, participating observation and secondary sources). In the attempt to question if and how CH can be a trigger for Civic Wealth Creation in small historical town, our research identifies the role of the Public Administartion as orchestrator or at least stimulator of a participatory approach to the governance of cultural heritage as a driver for creating civic wealth. Il presente lavoro si propone di indagare il ruolo svolto da uno stakeholder chiave, come l’Amministrazione civica, nell'attivare quei meccanismi che consentono la creazione di ricchezza e benessere (civic wealth) attraverso la lente teorica proposta da Lumpkin e Bacq (2019). L'indagine si focalizza sul caso di Urbino (Italia), il cui piano di gestione UNESCO è stato recentemente aggiornato e adotta un approccio qualitativo (incentrato sul metodo dello studio di caso, adatto ad un'analisi esplorativa) e sull'utilizzo di una triangolazione di strumenti per raccogliere informazioni (interviste semi-strutturate, osservazione partecipante e fonti secondarie). Nel tentativo di capire se e come il patrimonio culturale possa essere un fattore che genera ricchezza nelle piccole città storiche, la nostra ricerca identifica il ruolo significativo dell’amministratore pubblico, quale soggetto promotore di un approccio partecipativo alla governance del patrimonio culturale.
