In August 2021 the IMF decided on a historical general allocation of $650bn in Special Drawing Rights, with almost 150bn euro destined to the European Union Member States. These resources are likely to remain parked in the balance sheets of the Euro System of Central Banks. This note suggests a way to unlock the potential of such resources for financing a strategic plan for EU-Africa cooperation for the next decade which, given the amount of money involved (750bn euro, the same as the Next Generation EU), we may call it Next Generation Africa.
