A new method for treating the scattering of a two-dimensional electromagnetic field, expressed by means of its plane-wave spectrum, by an arbitrary configuration of circular cylinders in the presence of a plane interface between two different media, is presented. The proposed method allows us to solve the problem for both polarizations and to calculate the scattered field both in the near and in the far zone, Numerical results relevant to vacuum-dielectric interfaces are presented and compared with previous known results.
