En La paz perpetua, Juan Mayorga aborda la cuestión del terrorismo desde la perspectiva de sus consecuencias políticas y morales en las democracias actuales, centrando el argumento especialmente en el problema de las medidas de seguridad adoptadas a efectos de prevenir y punir los ataques. En el presente trabajo, se propone una lectura de los elementos dramáticos que fundamentan el discurso del autor en torno a los temas de la tortura, la violencia, la autoridad, la justicia.
