Between 1937 and 1939, Costantino Bresciani Turroni published four articles to criticize the Kahn's and Keynes's multiplier. First of all, he noticed the existence of two kinds of time-lag in the multiplier process: a) between receiving and spending income; b) between the change in spending and the response of output. According to Bresciani Turroni, owing to these lags, Kahan and Keynes "static" multiplier is not suitable to represent the dynamics and disequilibria that occur in the economic cycle. Such criticism was also made under the influence of the German experience in the Thirties.
