Contemporary evidences show Roman reactions to the stay of foreigners inside the empire: it was, especially from the age of Diocletian, a pre¬sence no longer individual only, but of families and ethnic groups. Closer pro¬xi¬mity spread between Romans and groups of foreign extraction who were in¬tro¬duced into the empire for both military and demographic-economic needs. Bet¬ween 4th and 5th century, immigration of many tribes into the Roman territory assigns them a deciding role, inside troubled institutions; therefore, the impact of these people on the Roman public opinion grew stronger. Thus, we can discern several stages (from exclusion to inclusion and then living together), before starting some integration of different groups (especially since the 6th century).
