Within federal and regional systems, it can be useful to establish a political and legislative connection between the central government and the local self-governments. After having examined this topic from a comparative point of view, the author deals with the Italian experience and looks with favour upon a constitutional reform turning the Senate into a Chamber representing the local self-governments.
