Quite differently from the usual approach in which, when dealing with the EU enlargement, the focus is on the “Copenhagen conditionality”, this paper aims at exploring the complexity of institutional change in transitional countries mainly under the perspective of governance and local development. After an overview of the general problems of transition, the attention is focused on the complexity of the vertical and horizontal relationships that must occur in a scheme of “network governance” faced with the problems of decentralisation and local systems dynamics. Finally, the attention is drawn on five specific problems whose solution is a necessary condition if an economic policy based on interactive governance is to be viable and effective not only in transition economies but in all countries which adopt it.
