La politica sociale dell'Unione Europea e i servizi sociali

This article deals about the recent evolution of the social policy of the European Union in order to assess why, within such a framework, the area of social services has been rather at the margin. The interest of European institutions in social legislation can be traced back to the 1990s, and since then its main feature has been to be oriented towards economics and labour regulations rather than social services. It is such a development, it is argued, that explains the mercantile fashion in which finally the attention to social services has come up in European institutions.

Il testo propone una ricostruzione delle vicende evolutive della politica sociale europea cercando di far emergere le ragioni per cui in essa l’area dei servizi sociali è sostanzialmente rimasta al margine. Le questioni sulle quali si sofferma sono, in particolare, il contesto in cui negli anni ’90 si definisce l’interesse delle istituzioni comunitarie per i temi sociali e il prevalente tratto economico e lavoristico del profilo della politica sociale della UE. Le vicende del suo sviluppo spiegano infatti la modalità mercantilistica con cui di recente è stata infine posta attenzione ai servizi sociali.
