Abstract: Poverty and the shadow economy in a systemic framework A recurring issue in discussion on develoment is wether the main focus of development strategies should be placed on growth/employment or on poverty. We address this question by providing an analysis based on the structural conditions of the South of Italy, the so-called Mezzogiorno. In what follows we first show the links between poverty and the size of the informal sector in the italian economy. We use a SAM (Social Accounting Matrix) as a framework to estimate these relationships. Second, we decompose at regional level the different effects on the economic system of exogenous shocks and injections. Finally we simulate the impact of alternative policies (distribution and development policies) on the mean income of the poor families in the South of Italy.
