The aim of this work is to define and measure a multidimensional phenomenon as the development in Europe. The results of the application show that an efficient approach is both selecting few non-compensatory indicators in order to represent the phenomenon and choosing a simple aggregation function that does not permit a compensation among the values of the indicators.
