Il Trattato di Craiova del 7 settembre 1940 e gli scambi di popolazione tra la Romania e la Bulgaria (1940-1943)

In the august of 1940 under the supervision of the Axis Powers, Bulgarian and Romanian governments started bilateral negotiations with the intention to solve the contentious for the possession of the South Dobruja, a province gained by Romania after the Second Balkan War (1913). The negotiation ended on the 7th of September 1940 in Craiova, and established the restitution of this territory to Bulgaria, in addiction was decided an exchange of populations. Romanian citizens of Bulgarian ethnic group, that were living in North Dobruja, would be exchanged with Romanians citizens of Romanian ethnic group, that were living in South Dobruja. The paper illustrates the different and complex phases of the operation, trough the analysis of the unpublished documentary material from the Romanian archives and Bulgarian published documents. The exchange was completed in 1943: more of 100.000 Romanians were moved in the North of Danube and around 65.000 Bulgarians were moved in the South Dobruja.

Nell’agosto del 1940 sotto l’egida dell’Asse il governo romeno e quello bulgaro avviarono dei negoziati per risolvere il contenzioso sul possesso della Dobrugia del Sud, provincia conquistata dalla Romania alla Bulgaria dopo la Seconda guerra balcanica (1913). I negoziati si conclusero il 7 settembre 1940 a Craiova e sancirono la restituzione del territorio conteso alla Bulgaria, i negoziatori decisero anche uno scambio di popolazione. Cittadini romeni di etnia bulgara viventi in Dobrugia del Nord sarebbero stati scambiati con cittadini romeni di etnia romena viventi in Dobrugia del Sud. Il saggio, anche attraverso lo spoglio di materiale archivistico inedito, ha inteso ricostruire le diverse fasi di quella operazione che tra molte difficoltà si concluse solo nel 1943 quando poco più di centomila romeni furono trasferiti a Nord del Danubio mentre circa 65.000 bulgari arrivarono in Dobrugia meridionale.
