It analyse Humanitarian Law applicable in time of the international and internal conflicts according the Geneva Conventions 1949 and Protocols 1977. In particular it analyse the implementation of Humanitarian Law to protect civil population by States and others international and civil actors and the peace-keepers involved in the conflicts. This implementation is supported by the conviction of a new role of Humanitarian Law as an international general law in time of its involvement with protection of Human Rights of the all actors.
