Open spaces, regardless of their current conditions, remain major stakes in urban ecology, in order to promote the continuity of ecological nets and to maintain or enhance biological diversity. The environmental issue encompasses different patterns of open spaces (the so-called “nature public infrastructure”), including their still natural components, that is protected areas, along with lands devoted to agriculture. In the Latium Region, only few inter-municipal initiatives were developed to support effective policies established in order to enhance the connectivity of the ecological net. Furthermore, in absence of shared orientations, some strategies defined at the local level (from the district one to the municipal one), are at risk because of frequent political turnovers. Yet, environmental policies are challenging, since they need cooperation among different administrations. They should provide governance models able to match “top-down” compulsory policies towards the primary ecological networks (regional parks, waterways, wetlands, etc.), with “bottom-up” practices concerning local connections, stemming from municipality and private action.
Gli spazi aperti, a prescindere dalle loro condizioni attuali, rimangono una posta in gioco importante nell'ecologia urbana, al fine di promuovere la continuità delle reti ecologiche e di mantenere o migliorare la diversità biologica. La questione ambientale comprende diversi modelli di spazi aperti (le cosiddette "infrastrutture pubbliche di natura"), con le loro componenti naturali e lo spazio agricooa. Nella Regione Lazio sono state sviluppate solo poche iniziative intercomunali a supporto di politiche efficaci volte a migliorare la connettività della rete ecologica. Inoltre, in assenza di orientamenti condivisi, alcune strategie definite a livello locale sono a rischio per gli avvicendamenti amministrativi che non assicurano continuità nell'azione. Tuttavia, le politiche ambientali sono particolarmente sfidanti in quanto postulano una cooperazione interistituzionale. Dovrebbero fornire modelli di governance in grado di armonizzare politiche "dall'alto verso il basso" dirette alle reti ecologiche primarie (parchi regionali, corsi d'acqua, zone umide, ecc.), con pratiche "dal basso verso l'alto" relative alle componenti di completamento, derivanti da azioni municipali e private.
