[Catala'] - En temps de crisi immobiliària i detenció del creixement urbà, major atenció a la remodelació i ampliació de la noció d'historicitat també a parts perifèriques de la ciutat i el paisatge rural, les polítiques urbanístiques tenen l'oportunitat i la tasca de reanimar els centres històrics.A causa de la seva (històrica) funció de presidi territorial en clau socioeconòmica i ambiental, els centres històrics poden i han d'exercir un paper decisiu en el reequilibri del territori, revertint les tendències (ara també històrics) a la concentració urbana i metropolització.A aquest complex objectiu poden útilment contribuir altres dos factors d'evolució en les pràctiques de renovació urbana: la "modulació de la protecció" i les noves tecnologies.Les noves tecnologies de comunicació digital, la capacitat de "moure" dades i informacions en lloc de les persones, l'energia cada vegada més neta per mitjà de fonts renovables, constitueixen una nova oportunitat per viure i habitar les ciutats més petites. Si, per una banda, és important protegir aquestes realitats dins el paisatge cultural en què es troben, per altra banda, és possible repensar ho tot en clau smart, identificant possibilitats de renaixement i regeneració sostenible.

So if on one hand it is important to protect these realities within the cultural landscape they are inserted, on the other they may be reconsidered in smart key, identifying possibilities for revitalization and sustainable regeneration.

Abstract

In times of crisis of real estate sector, stop of urban growth, greater attention to the redevelopment and extension of the concept of historicity also to peripheral portions of the cities and rural landscape, urban planning policies have the opportunity and the task of reviving the historical centres. Due to their (historical) function territorial presence in key socio-economic and environmental the historical centres can and must play a decisive role in the rebalancing of the territory, reversing the trends (almost also historical) to urban concentration and metropolisation. Two additional factors of evolution can usefully contribute to this overall goal in the practice of urban recovery: the “modulation of the protection” and the new technologies. The new technologies of digital communication, the ability to “move” data and information instead of people, more and more clean energy thanks to renewable sources, constitute a renewed opportunity to live and inhabit the smaller towns. So if on one hand it is important to protect these realities within the cultural landscape they are inserted, on the other they may be reconsidered in smart key, identifying possibilities for revitalization and sustainable regeneration.

En tiempos de crisis inmobiliaria y detención del crecimiento urbano, mayor atención a la remodelación y ampliación de la noción de historicidad también a partes periféricas de la ciudad y el paisaje rural, las políticas urbanísticas tienen la oportunidad y la tarea de reanimar los centros históricos.Debido a su (histórica) función de presidio territorial en clave socio-económico y ambiental, los centros históricos pueden y deben desempeñar un papel decisivo en el reequilibrio del territorio, revirtiendo las tendencias (ahora también históricos) a la concentración urbana y metropolización.A este complejo objetivo pueden útilmente contribuir dos otros factores de evolución en las prácticas de renovación urbana: la “modulación de la protección” y las nuevas tecnologías.Las nuevas tecnologías de comunicación digital, la capacidad de “mover” datos e informaciones en lugar de las personas, la energía cada vez más limpia por medio de fuentes renovables, constituyen una nueva oportunidad para vivir y habitar las ciudades más pequeñas. Si, por un lado, es importante proteger estas realidades dentro del paisaje cultural en el que se encuentran, por otra parte, es posible repensarlos en clave smart, identificando posibilidades de renacimiento y regeneración sostenible.
