The research has as its object the analysis of the squatting of Spin Time Labs, interpreting it as a manifesto of the housing problem in Italy and specifically in the city of Rome. There are more than one hundred occupations for housing in the capital, one hundred and forty if we consider all the other types of occupations (cultural, recreational, political ...). It is therefore natural to question how it came to form this "Informal City", a reality parallel to the institutions, and what did not work in the fundamental State-citizen relationship, in regard to the right to housing. The purpose of the research is to succeed in finding a replicable model,through which these forms of occupations can be stabilized in a state of legality and constitutea solution to the problem of social housing and the Caat. An alternative solution to the uncontrolled expansion of suburbs through new satellite cities without services, a solution that allows the State to exploit the public assets it has and currently in a state of neglect or occupation.

Il presente lavoro ha come oggetto l’analisi dell’occupazione di Spin Time Labs, interpretandola come un manifesto del problema abitativo in Italia e nello specifico nella città di Roma. Sono oltre cento, le occupazioni a scopo abitativo nella capitale, si arriva a centoquaranta se si considerano anche tutte le altre tipologie di occupazioni (culturali, ricreative, politiche…). Risulta perciò naturale interrogarsi su come si sia venuta a formare questa “Città Informale”, una realtà parallela alle istituzioni, e cosa non abbia funzionato nel rapporto fondamentale Stato-cittadino, per quel che riguarda il diritto alla casa. Lo scopo della ricerca, è di riuscire a trovare un modello replicabile, attraverso il quale queste forme di occupazioni possano essere stabilizzate in uno stato di legalità e costituire una soluzione al problema delle case popolari e dei Caat. Una soluzione alternativa all’espansione incontrollata delle periferie attraverso nuove città satellite prive di servizi, una soluzione che permetta allo Stato di sfruttare il patrimonio pubblico di cui dispone e attualmente in stato di abbandono o occupato.
