Training for civil servants: some notes on who, how and where Training for civil servants should be considered a tool for change in administrative organizations. From this perspective, a number of aspects of the training system should be reconsidered: on the one hand, “who” provides training, whether they should be academics and/or professionals, who should direct teaching or if teachers should be competent and/or innovators; on the other, persons targeted with training and how their training paths are built. Regarding the “how” of training, the adopted perspective (training as a tool for change in administrative organizations) leads to enhancement of teaching methods, the choices related to the duration of the courses, to develop “tailor-made” training and to consider, in relation to the objectives of training, also the Italian language and, if necessary, different languages. Finally, as regards the “where” of training, the different role played by classroom training, that on-the-job, distance-learning, training abroad or university learning must be considered. If the training of civil servants has proved to be decisive even in times of pandemic emergency, the several schools of administration are now called upon to develop research activities on the training of civil servants, specifically oriented towards intervention on the administrative organization.
La formazione dei pubblici dipendenti è leva per l’intervento sull’organizzazione amministrativa. A partire da questa prospettiva una serie di aspetti del sistema di formazione andrebbero riconsiderati: da un lato, rileva la questione del “chi” impartisce la formazione, se cioè debbano essere accademici e/o operatori, chi debba svolgere funzioni di regia della didattica o se i docenti debbano essere competenti e/o innovatori; dall’altro, emerge il problema dei destinatari e di come si costruiscano i loro percorsi formativi. Riguardo al “come” fare formazione, la prospettiva adottata (la formazione come intervento sull’organizzazione) porta a valorizzare i metodi didattici, le scelte relative alla durata dei corsi, a sviluppare una formazione “su misura” e a candidare per interventi formativi anche la lingua italiana in sé e per sé così come, all’occorrenza, lingue diverse. Infine, quanto al “dove” fare formazione, sono da considerarsi il diverso ruolo assolto dalla formazione in aula, da quella sul luogo di lavoro, a distanza, all’estero o dall’università. Se la formazione dei dipendenti pubblici si è mostrata decisiva anche in tempi di emergenza pandemica, le scuole di amministrazione sono oggi chiamate a sviluppare attività di ricerca in materia di formazione, orientandola all’intervento sull’organizzazione amministrativa.
