Patologie nella genesi delle componenti politiche interne al gruppo misto (e dei gruppi): riflessioni dopo la riduzione dei parlamentari

This essay analyzes the way and the reasons that led to introduce political groupings within the Mixed Group in the Rules of Procedure of the Chamber of Deputies (Article 14, par. 5) in 1997. Then all the cases in which the rule about groupings has been applied until today are considered: il can be noticed that over the years the provision - designed to make a Mixed Group with many members less chaotic - has been interpreted more and more extensively, even with some excesses: it happens more and more often that groupings related to "parliamentary parties" are established (and sometimes even "dissolved") through the will of political parties without elected members. Finally, some reflections are proposed on the future of the groupings of the mixed group (and also of the Parliamentary Groups themselves) after the number of members of Parliament has been reduced (being effective in the next legislature).
