On the Internet, and in particular in open social communities and through social media, anyone can interact with an indefinite series of users, even unknown, in order to exchange data, news, pictures, etc. It is undoubtedly an impressive range of opportunities of making new acquaintances and maintaining long-distance relationships, with remarkable possibilities of growth and personality development. However, there are just as many risks and dangers, which are sometimes ignored or underestimated, due to inexperience, weakness or intimate vulnerability, especially when children are involved. The unresolved issues regarding children concern contractual aspects of Internet access and parental liability. The focus lies on modern mechanisms of parental control and parental responsibility, with the analysis of several types of cyberbullying which have become even more widespread throughout the forced isolation of children during the pandemic.
In Internet, e specificamente nelle social community aperte o tramite social media, chiunque può interagire con una serie indefinita di utenti, anche sconosciuti, per scambiare dati, notizie, immagini, ecc. Si tratta di un formidabile ventaglio di opportunità, per fare nuove conoscenze e intrattenere rapporti a distanza, con notevoli possibilità di crescita e maturazione della personalità, ma altrettanti rischi e pericoli, che talora si ignorano o si sottovalutano, per inesperienza o debolezza e intima fragilità, in specie quando ad essere coinvolti sono soggetti minori di età. Con riguardo ai minorenni le questioni aperte riguardano tanto i profili negoziali di accesso alla rete quanto quelli di responsabilità dei genitori. L’attenzione si concentra sui moderni strumenti di parental control e parental responsibility, analizzando le molteplici fattispecie di cyberbullismo diffuse ancor più nel periodo di isolamento coatto dei minori durante la pandemia.
