The paper aims to discuss rights traditionally associated to the idea of administrative citizenship, in their development in transnational administrative situations. Through an analysis of cases whose common trait is dealing with conditions triggered by supranational law whose implementation rests upon a domestic jurisdiction other then one of the ‘citizen’, the work highlights strengths, gaps and inconsistencies in the affirmation of administrative rights. Despite its constitutive complexity, the idea of administrative citizenship comes out consolidated from the transnational relationship, suggesting the need to investigate further on the relationship with the traditional idea of political citizenship, its limits and challenges.
