The electoral system has a fundamental role in the analysis of the form of government, but it is important to consider also the relationship between electoral rules and parliamentary rules of procedure: it is useful to verify whether they are coherent, paying attention especially to the provisions on the formation of Parliamentary Groups and on the powers granted to the opposition. This contribution offers a comparison between Spain and Italy, examining their differences and some unexpected similarities.
