The mayor's exceptional and urgent ordinance requiring the exposition of the crucifix in public offices of the municipal territory is unlawful. This type of ordinances constitutes an exceptional act that only can be used in cases established by law. So, it cannot impose an exhibition of the crucifix. The Italian Council of State supports this idea, implicitly opening to a reasonable accommodation in this subject. Anyway, for many reasons, reasonable accommodation cannot be used in this case.
