Climate change is a global phenomenon that impacts human life and rights. There is an awareness of a collective duty to act, which involves not only institutions but also individuals and has led to a paradigm shift in environmental protection and growth models, especially from the perspective of safeguarding future generations. The planning and implementation of climate action are based on a complex legal framework formed – and in the process of formation – at the international, national, regional (particularly in the EU), and local levels, which has outlined the characteristics of the climate obligation imposed on states. In recent years, the issue has gained increasing prominence concerning the needs for the protection and promotion of human rights, thanks to numerous climate-related litigations brought before national and international courts.
