This article reflects on housing production and access in Rome, drawing on the hypothesis of reclaiming abandoned heritage as a possible housing policy, focusing on the case of the Porto Fluviale occupation and the ongoing process of its transformation into public housing. After a description of the context, the article deals with the shared design process behind the Porto Fluviale Rec House project, submitted by Roma Capitale to the National Innovative Program for Housing Quality (pinqua) in 2021. Finally, the contribution discusses the implementation of the institutionalisation process to trace its potential and criticalities toward a housing policy based on the bottom-up recovery of disused buildings, which can be extended to other contexts of similar criticality.

Abstract
