The essay explores the complex relationship between economic crisis and environmental crisis, proposing interconnection as the key for a new reconstruction of the relationships between environment and economy. The analysis starts from Article 9 of the Constitution, highlighting three main interconnections: of object, time, and subjects. The first emphasizes the functional unity between humans and nature; the second refers to the fact that environmental protection must consider not only present generations but also future ones, requiring a long-term vision; the third indicates that environmental protection is a shared task among public authorities, businesses, and citizens, as also provided by Article 41 of the Constitution. It is noted that the concept of interconnection also emerges from the 2030 Agenda and European law, particularly from the taxonomy regulation, with the hope for policies that integrate economic, social, and environmental objectives. Finally, the essay criticizes the lack of consideration of interconnections in recent European environmental legislation, both with reference to extra-EU markets and the implementation of norms, emphasizing the importance of a systemic and integrated approach to address global challenges and as a keystone for defending the competitiveness of the European economy.
Il saggio esplora la complessa relazione tra crisi economica e crisi ambientale, proponendo l'interconnessione come chiave per una nuova ricostruzione dei rapporti tra ambiente ed economia. L’analisi prende le mosse dall’art. 9 Cost. in cui si evidenziano tre principali interconnessioni: di oggetto, di tempo e di soggetti. La prima sottolinea l'unità funzionale tra uomo e natura; la seconda si riferisce al fatto che la protezione ambientale deve considerare non solo le generazioni presenti ma anche quelle future, richiedendo una visione a lungo termine; la terza che la tutela dell'ambiente è un compito condiviso tra poteri pubblici, imprese e cittadini secondo quanto prevede anche l’art. 41 Cost. Si evidenzia che il concetto di interconnessione emerge anche dall’Agenda 2030 e dal diritto europeo, in particolare dal regolamento tassonomia da cui l’auspicio di politiche che integrino obiettivi economici, sociali e ambientali. Si critica, infine, la mancanza di considerazione delle interconnessioni nella legislazione ambientale europea più recente, sia con riferimento ai mercati extra UE che al piano attuativo delle norme, sottolineando l'importanza di un approccio sistemico e integrato per affrontare le sfide globali e come chiave di volta per la difesa della competitività dell’economia europea.
