This essay aims to analyze a peculiar and little-studied case study in the historiography dedicated to the state industrialization of southern Italy, which was promoted by Law No. 634 of 1957. The Agglomerato industriale di Gioia Tauro-Rosarno represents an interesting case of «industrialisation without industry», in which various phases of territorial planning and economic programming, which took place between the 1960s and 1980s, shaped a floodplain in a perimeter area characterised by empty spaces and uncertain uses. The failure of the steel industry and then a coal-fired power plant to arrive was ac- companied by the actual construction of a large port, which was finally used for transshipment in the 1990s. In the background, there was a context of strong tensions between state institutions, state-owned enterprises, political parties, and local communities, which characterized the transition from the final stages of Fordist Keynesianism to the progressive dismantling of state-owned industry and the industrialization programs of Southern Italy linked to the Cassa per il Mezzogiorno.
’articolo analizza un caso di studio particolare e poco approfondito nella storiografia dedicata all’industria pubblica nell’Italia meridionale promossa dalla legge n. 634 del 1957. L’Agglomerato industriale di Gioia Tauro-Rosarno rappresenta un caso interessante di «industrializzazione senza industria», in cui varie fasi di pianificazione territoriale e programmazione economica, susseguitesi tra gli anni ’60 e ’80, hanno modellato una pianura alluvionale in un’area perimetrale caratterizzata da spazi vuoti e destinazioni d’uso incerte. Il fallimento dell’industria siderurgica e la mancata realizzazione di una centrale a carbone sono stati accompagnati dalla costruzione effettiva di un grande porto, che è stato infine utilizzato dagli anni ‘90 per il transhipment dei container. Sullo sfondo, un contesto di forti tensioni tra istituzioni statali, imprese pubbliche, partiti politici e comunità locali, che ha caratterizzato il passaggio dalle fasi finali del keynesismo fordista al progressivo smantellamento dell’industria pubblica e dei pro grammi di industrializzazione dell’Italia meridionale legati alla Cassa per il Mezzogiorno.
