GLI INVESTIMENTI PUBBLICI NELLE POLITICHE ECONOMICHE PUBBLICHE DAL DOPOGUERRA A OGGI IN ITALIA: L’IMPATTO DEL PIANO NAZIONALE DI RIPRESA E RESILIENZA (PNRR)

This article examines the legal character of, and the effects on both the legal order and the national economy of, the National Recovery and Resilience Plan (NRRP), by tracing the evolution of public investment – more accurately, public intervention in the economy – in Italy from the postwar period to the present. The analysis adopts an interdisciplinary approach, combining legal, historical and economic perspectives, and proceeds through a critical assessment of the institutions and instruments successively employed, against the background of a complex constitutional equilibrium. This equilibrium reflects the need to integrate private economic initiative with public intervention, to secure the efficient allocation of public resources, and to orient the development of the national economy towards its social purpose, understood as the inescapable vocation of economic activity. The article further considers whether, and to what extent, the NRRP may be understood as an expression of a renewed model of general economic planning, identifying its strengths and weaknesses and seeking to assess its impact, including in economic terms, at a point close to the expiry of the prescribed timeframe.
