Abstract
The article explores how different levels of government tackle health challenges in the municipality of Terni. The city has a longstanding history of industrial development, characterized by significant environmental and public health challenges. Through an in-depth analysis of Terni’ Single Programming Document, later compared with the contents of Umbria’s Regional Strategy for Sustainable Development, the study highlights both alignments and divergences between regional and municipal approaches to health management. While both documents acknowledge the importance of a holistic approach to public health, significant tensions emerge in the management of the local healthcare system. The article proposes multi-level governance solutions and the implementation of health impact assessments in urban and territorial policies, emphasizing the need for greater coordination among institutional actors and active engagement of local stakeholders.I documenti in IRIS sono protetti da copyright e tutti i diritti sono riservati, salvo diversa indicazione.
