A plane-wave scattering problem by a dielectric cylinder buried beneath a rough surface is here considered. An analytical solution is proposed, employing spectral representation of the scattered fields. The surface roughness is dealt with by means of a pertubation method, i.e. field expressions are the sum of an unperturbed term relevant to a at surface, and of a first-order term due to the rough profile. Solutions may be obtained both in near- and far-field region, and in case of TE or TM polar- ization. Numerical results are given for a cylinder buried under a surface with sinusoidal profile.
