The cultural dimension of the architectural design today makes essential and necessary the existence of measures for low environmental impact of buildings design and construction. The condition of mandatory tendering for public procurement is sanctioned by the Minimum Environmental Criteria (CAM): through them the environmental requirements for the realization of public works have been defined. The mandatory nature of the recovered and recycled requirements certainly promotes the use of products with environmental product declaration on the market, a market that is certainly ready and technically directed but not yet fully structured for the immediate fulfillment of the requirements. In this sense, the dissemination of environmental information, starting from those relating to materials, plays a decisive role for project choices. Although it is open the question about the effectiveness and adequacy of regulations and their usefulness and reliability in demonstrating real compliance with the requirements. In fact there is a considerable risk that apparently sustainable design solutions adopted could not allow, under the scientific control of the overall environmental impact of the work. This article aims to contribute to the debate on the eff ectiveness and adequacy of CAM Building with reference to the project sustainability not only environmental but also economic, tracing what are the application terms of the Criteria in reference also to their application to the case study design of a signifi cant work of architecture for scholastic use in the Campanian territory. The paper then describes how the use of recycled materials in public works is governed, as has been applied in the case study and which considerations can derive from the criticalities encountered.
