The paper focuses on strategies for the mitigation of disaster risk in the “internal” (or peripheral) areas of the Italian peninsula and in other countries of the Euro-Mediterranean zone, through the protocol “Historical Small Smart Cities”. Aiming to raising their attractive-ness and according to the recent upgrades in the field of Heritage Protection in terms of inte-grated interventions and risk management, the protocol "Historical Small Smart Cities" is a smart governance tool for the sustainable recovery of historic cities, that includes social partici-pation and the “modulation of the protection” of urban built heritage. In particular, this protocol can provide to promoters and cultural heritage institutions a direct listening to the real needs of the citizens, without wasting money on less effective works. This factor could be of great im-pact on the economic aspect of the Risk Management and Reduction financing policies, by en-hancing the involvement of private investors on the special plans (such as recovery plans) at national, regional and local level. At the same time, the institutions must also assume the re-sponsibility and the merit of creating a conscious, informed community, more prepared for un-certainty and awareness of the criticalities of their territory.
